In 2008 the U.S Government released a new economic stimulus plan. This plan included sending out checks to taxpayers that totaled more than $160 billion dollars. The government hoped that consumers would spend this money and it would give the economy a much needed jumpstart. You might think you need a form for the IRS tax rebate stimulus check, but you don’t need a specific form.

The only required form to file for the 2008 stimulus check was a tax return filed for 2007. This return was automatically submitted when checks were being printed. The government used this return to determine if you qualified and for how much. The standard amount was $600.00 per individual and $1,200.00 per couple. There is also an additional $300.00 for each qualifying child. Many people did not receive a IRS stimulus tax check at all or a lesser amount due to high income levels.

2009 Stimulus

The government is reviewing the stimulus package of 2008. Many Americans who had high income in 2007 have since lost their job or have had to take huge pay cuts. There will be a new credit this year called the rebate recovery credit. This credit will allow you to take advantage of the economic stimulus payment that you may not have been eligible for previously.

This will be a credit that will be offered to you when you file your 2008 return. You will have to claim this credit on your return. If you use tax preparation software, such as TurboTax online, they will automatically alert you if you qualify for this credit. If you receive disability or veterans pay you may still qualify even if you donʼt normally have a tax liability.

HDTV innately provides a greater sound quality simply because the sound of HDTV is digitally transmitted. The difference in sound between an HDTV television and an analog television is quite noticeable. In fact, it is directly comparable to the difference between the music on CD?s compared to the music on audiocassette tapes.

The difference in sound quality provided by HDTV televisions and programming does not, however, end there. Many HDTV programs are also broadcast in Dolby Digital 5.1 surround sound, but to take full advantage of this technology, it is necessary to have the right equipment.

What is Dolby?

Dolby technology has been created by Dolby Laboratories, Inc. This technology is the most recognized provider of digital audio technology. In addition, Dolby Laboratories is known for its reliable and superior products. For these reasons, Dolby Digital Surround has become the standard for HDTV. Many television manufacturers substitute their own surround sound systems, but they are hard pressed to live up to the reputation and performance of Dolby. Therefore, it important to check the specs on an HDTV television before purchase in order to ensure that it uses Dolby Digital Surround.

What are my options?

When using Dolby Digital Surround Sound, there are three options for set up. The first option is to purchase a television with high quality center channel speakers, woofers, tweeters, and Dolby technology installed in the television. With this option, it is unnecessary to purchase addition equipment to take advantage of Dolby Digital Surround Sound.

Another option for taking advantage of the Dolby Digital Surround Sound with an HDTV is to connect an external set of surround speakers to the television. With this option, the surround sound set up includes a front pair of speakers, a surround pair of speakers, a center channel, and a subwoofer. Sometimes, the front speakers are ?powered towers.? This means these towers include subwoofers.

The placement of these speakers is very important for the quality of the surround sound. The Center Channel Speaker should be centered either above or below the television. The Front Left and Right Speakers should be placed in an arc formation in line with the Center Channel Speaker. The Surround Left and Right Speakers, on the other hand, should be placed to the left and right sides behind the listening position. Many people choose to wall mount these speakers.

The third option for taking advantage of the Dolby Digital Surround System included in an HDTV television is to use an external set of front speakers can be connected to the HDTV television. This configuration is useful if there is not enough room to set up the external surround sound system and the HDTV does not come with Dolby Digital Surround installed. This isn?t true surround sound, but it is a viable alternative to those who can?t take advantage of the first two formats.?

How do I hook up my other entertainment equipment?

The audio and video outputs of the DVD or VCR can be connected to the AV receiver?s video outputs. If a separate DVD and VCR need to be connected, one can be connected to the VCR1 connection and the other can be connected to the VCR2 connection. The AV receiver?s VCR video and audio outputs should then be connected to the audio and video inputs of the DVD and/or VCR. In this way, the DVD and/or VCR will be able to record video signals that come through the AV receiver and the VHS tapes and/or DVD?s will be able to be viewed on the HDTV.

To take full advantage of the Dolby Digital Surround Sound technology, one of the video outputs of the DVD player and/or VCR needs to be connected to the AV receiver. The digital coaxial audio or digital optical connection must also be connected to the AV receiver.

How do I connect my CD player?

A CD player can be connected to an AV receiver. The CD player?s digital audio outputs can be used to connect the CD player to the AV receiver. A CD-Recorder can also be connected the AV receiver by using the Audio Tape Record/Playback input/output loop connections. In this way, the CD-Recorder will be able to function much like a standard audiocassette deck.

What else will I need?

Besides the basic electronic equipment needed to set up Dolby Digital Surround Sound, it is necessary to have connection cables. This includes video, audio, and loudspeaker connection cables. These cables need to be at an appropriate length in order to set the speakers in the proper position for optimal surround sound quality.

One Codec to Rule Them All

In the beginning years of web video, you might encode Real, Windows Media, and Quicktime versions of your movie, in several sizes, so anyone visiting your site could watch, figuring everybody was bound to have at least one of those plugins.

Then a lot of people got cable modems and DSL which removed the need to provide tiny movies for dialup customers.

Flash then updated their nearly universal browser plugin to embed flv video content. Many developers migrated to Flash video, because posting one movie is easier than posting three. Flash seemed to have won, for the time being.

But then, the H.264 codec, also known as AVC, burst upon the scene, popularized by its support in Quicktime 7 starting in April 2005. It immediately blew everyone away with its amazing quality and low bitrate requirements, being able to present stunning quality HD video that started playing almost immediately (when encoded by an expert compressionist).

H.264 became the standard codec adopted by manufacturers for all kinds of devices - from camcorders from Canon and Panasonic to Apple iPods, iPhones, and Apple TVs, Sony PlayStations & PSPs, Archos TV, Microsoft Xbox 360s and Zune players, cell phones and many other devices.

Meanwhile, hundreds of millions of Windows computer owners were buying Apple iPods, which neccesitated downloading iTunes & Quicktime, so the Quicktime browser plugin was gaining ground very quickly on Windows computers (as well as being installed on 100% of Macs).

So then, there was once again a dilemma for internet video producers; stick with Flash with wider browser support; or go with Quicktime H.264 for better quality and device compatibility? Or both?

Finally, the momentous announcement came from Adobe in August of 2007 that the ubiquitous Flash plugin would support H.264 encoded video, and even provide special hardware acceleration to make fullscreen H.264 video play more smoothly. The confusion was over. H.264 had won the codec wars, perhaps forever.

After that, the race was on to come up with the best H.264 codec and encoder. For now at least, the clear winner is the x264 variation.
